I agree with that assessment. I think the people behind these attacks were sending a message to their marks, a message telling them that 'they are next', if they don't comply. Notice all of the other similarly violent murders that occurred in that general area of California and during that time frame. Similar murders that weren't highly publicized, yet had many of the same markings, especially the brutality of them. I haven't yet studied that aspect of the Zodiac killer era but I couldn't help but notice that that had happened during the Black Dahlia era, all of the rhyming last names. The last persons that harbored E.Short, had a last name of 'French', so did the next victim. Her nylons were left on Hoover St, I think as a message to J.Edgar Hoover 'to back off' or they'd expose him as a homosexual.

'Order out of chaos is' is one of the main points that John Douglas points out in his book 'Mindhunter'. The killer knows that what they're (or he) is doing is wrong and chaotic, they compensate by organizing certain things about the crime. This also works to their advantage in sending the message to 'comply'.

Just on the surface, the murder of E.Short clearly shows a lot of planning took place. It's clear that she was stalked, it's clear that her corpse was placed to make a statement, it's clear that the corpse had two types of work done on it. It's clear that the location chosen meant something. These people are clearly saying that the are totally ruthless and in control.

The brutal and highly planned murder of JonBenet Ramsey is the case that I've studied the most. Notice that her dad was publicized as being "Billion Dollar John". He was rapidly on his way up the big corporate ladder of success. The killers try to obscure the true motive by exploiting it as a sex crime and the Ramsey's were 'ripe for the picking' in that regard. Far too much planning went into that crime. And astonishingly, the major media and the cop shop were manipulated in favor of the killers. They got by with some seriously major lies from the get go and they've kept that campaign going to this very day! They still spend a lot of money every month to suppress the truth. The person or persons behind that crime have some serious power and control. The prime planner of that crime played the whole thing like a damn fiddle. 

Now back to the Stine murder. Notice that far too many major slip ups occur by the cop shop right after Stine is shot. Far too many.....it just doesn't jibe! I find is suspicious that shortly after the Stine murder; rookie officer Zelms is killed. Zelm's saw the killer, his wife said so. Office Fouke(sp)  initially ducked accountability in that case. (BTW, have you ever noticed Zelms' name on the memorial monument shown during the opening footage of the movie Dirty Harry?) Then notice the poorly dressed 'clown cop' Toshi (sp) afterwards. It's too much, it's too obvious. Yeah, the Stine murder wasn't a 'lovers lane' murder like the other ones were staged as. I think the killer walked away from that crime knowing he had immunity. And there probably was a subsequent shakedown at the SFPD to weed out or thin out honest cops. It all stinks, doesn't it?

To be honest, I really can not disagree with you scenarios/findings. I have researched the Texarkana murders, Zodiac, Black Dahlia, Jon Benet murder. From Texarkana in 1946 to Ramsey in 1996, 40 years of 4 of what are arguably some of the most high profile serial killer murders, all unsolved and all in some strange/weird circumstantial way connected. Why, how?
They say, "hidden in plain sight" what are we all missing that is so obvious but yet so difficult to see.  You could argue that in all the 4 cases the victims where left in plain sight.  To me the Stine murder really highlights the whole in plain sight theme, there was so much left to see but could be easily missed, including the actual killer. The killer himself walked away in plain sight.
If we look back in history to some of the most notorious killers of our time who have been apprehended, what have we learned from them. From David BerkowitzTed Bundy,Jeffrey DahmerJohn Wayne GacyRichard RamirezGary Ridgway, the list goes on and on. The only guy to me that seemed like he calculated, plotted, researched was Bundy. But when it came down to it, and you listen to the interviews he gave, there was talk of familiarity with law enforcement techniques, scouting of areas, and precautions not to leave physical evidence. 
Now if you compare that to how we are thinking and talking about the Z, Z looks like an Einstein killer who had knowledge and skills beyond any human alive then and now.  I don't buy that, that is why I continue to want to reduce how we look at this case, break things down to their simplest form/explanation and see what we really see.
Having said all that, if there was , is a concerted effort by multiple individuals, organizations, groups to keep these murders a secret, well then all this is virtually pointless unless we manage somehow to make an inside connection, and I mean a real inside connection, one who actually knows a cover up has / is taking place. Until then, we keep digging around the haystack looking for the needle that may or may not be in the haystack.

My summary of these cases was only possible for me because of the JT initial clues. There are just too many of them on the Ramsey ransom note. It also wouldn't have been possible without the input from other people that had focused on the other crimes and were trying to add things up. Yeah, it's the overall feel of these attacks coupled with the repeating signature characteristics that allows for this path of reasoning.

By signature clues, I mean things that are the same about them, like; cryptic sign offs, four line address boxes, printed  messages with a felt tip pen, taunting messages that act and state that the attacks were justified, time/date stamps, killer wants his crap printed in the newspaper, rhyming and common names of people surrounding the cases, staged corpses, j-hooks on the printed stuff, early crimes that have the JT initial clues hidden in plain view, taunting/spooky phone calls, cowardly attacks by someone that's trying to act like he's some kind of a genius.... and then the sophisticated cryptic coded messages, radians etc....too much planning was involved for the average rage-filled kook, too much.

That last point indicates organization. So....one looks for motives that make sense and one doesn't have to look too far to see the "money' angle, the extortion angle, the 'making an example of the victims' angle.

DD, while I resist and caution others to not buy into the stated messages such as those in the Ramsey ransom note, I do think that there is a little bit of factual information mixed in with a bunch of lies in them. I think the 1968 'Dear Draftboard' documents provide some good clues mixed in with the lies. I think the typed letter is the 'smoking gun' document tied to the 1976-77 OCCK case. I think this killer intentionally left a trail of clues linking these crimes. I'm not saying this killer wasn't rage filled on some level, certainly he was.... but he's far too organized....and enjoyed immunity.

Many items surrounding the Black Dahlia case point right to gang involvement, too many known hoods were observed in the company the main players in that series of subsequent cases. Especially surrounding the Jean Spangler case. Turf wars followed too, Mickey Cohen etc.

Someone recently pointed out that Paul Stine was posed with his arms over his head similar to the way the Black Dahlia was. JonBenet Ramsey was posed the same way as  E.Short/Black Dahlia...arms over her head, bent at the elbows, head cocked to her right, them a 'cut form the roll, not torn' piece of black gaffers tape was placed over her mouth after she was already dead. The rest of tape was never found. The tip of the paint brush handle that was part of the noose handle and suspected to have been use on her vagina, was never found.  Also missing were several pages from the so-called ransom note pad that were never found. Brown fibers found on her crotch were never sourced. Beaver hairs found on her body were never found.

Exactly 20 years prior to the murder of JonBenet, 12 year old Jill Robinson's body was left on display in Oakland County Michigan on Big Beaver Road (the OCCK case). She had been shot in the face, clothes washed and pressed, body washed. I don't know exactly how she was posed but reportedly she was face up. A blue Pontiac Lemans was seen on the road earlier, it supposedly left a rear bumper impression in the snow bank.

Now the too much to be believable part: Jill was 12 years old 12/26/76, the Ramsey ransom note had 1997 on it. Swap the position of the 7 and 6 (from 1976) and invert the 6 and you get 97. Add the time lapse of 20 years to the Ramsey girls age and you get 26....12/26/76(97).  Too much for you? Yeah, it's crazy. I'm applying the "order out of chaos" reasoning and term as coined by former FBI profiler John Douglas' book Mindhunter.  Mysteriously; a copy of this same book was found at the Ramsey house that the Ramsey's said they never saw before. Also found was a book in Danish that the Ramsey's knew nothing about. The crime scene and the ransom note had far too much minutia. The pineapple evidence clearly shows that the murder was intentional and not accidental, so did the body and the phoney ransom note that was composed before the vicious and brutal murder.  Paul Stine was killed on 10/12/69 etc etc. The Zodiac killer was seen and matched Jack Tarrance's description exactly including his lumbering gait. Hartnell's description of the hooded Zodiac killer also fit Jack Tarrance. All Zodiac picture post cards had a 'Jack' clue (2 were 'Jack' rabbits). OCCK associated pedophile Chris Busch death scene had VW DIESEL Rabbit brochure and a screaming boy drawing with JT initial clues on it. Someone placed a rather large stuffed toy rabbit on JonBenet's grave.
